In most instances, when the home health agency believes that the time is nearing that Medicare will stop paying for services, you will be provided with a notice that explains why and when they think Medicare will stop paying.  This notification is brief and gives details on who to call with questions.  Typically questions can be directed to the home health agency.  However, other numbers are provided as well on the form for information and to register any complaints or disagreement.
